it depends.
1. pre-1925 books are downloadable to keep
2. lending books can be downloaded to Adobe Digital Editions (or other DRM apps) if they are 14-day loans (use the 3-dot link to open the tray to get the downloadable files). not all books offer 14-day loans.
3. books that are borrowable for 1-day loans are not downloadable
